From the 29 November 2021, both Malaysia and Singapore have agreed to commence the Vaccinated Travel Lane (VTL)
Vaccination Requirements for Vaccinated Travel Lane Travellers must be fully vaccinated against Covid-19 with any one of the vaccines that are listed in the World Health Organisation (WHO) Emergency Use List to enter Singapore without having to undergo quarantine. Unvaccinated children aged 12 and below are allowed to travel on VTL flights, if they are travelling with an adult VTL traveller who fulfils these requirements :
To be considered fully vaccinated*, you require two shots of an approved vaccines.
Mixing of approved vaccines is accepted.
The final dose must be completed at least 14 days prior to any travel.
You must provide a vaccination certificate in English issued by Singapore or the VTL country**. All vaccination certificates must be digitally certifiable (i.e. contains a QR code for verification).Digital Certificate for COVID-19 Vaccination can be downloaded or shown on the MySejahtera app
Travellers arriving in Singapore under the Vaccinated Travel Lane (VTL) must travel on non-stop designated services between Malaysia and Singapore approved by the Civil Aviation Authority of Singapore (CAAS), operated by either Malaysia or Singapore air carriers. Transfer/ transit passengers will not be allowed on these designated services.
Testing Requirement for VTL flights Travellers on a VTL flight entering Singapore will be required to take FOUR Covid-19 tests;
A pre-departure PCR and/or ART test within 48 hours before flight departure.
An on-arrival PCR test at Changi Airport (Pre-book and pay for it here)
Post-Arrival Day 3 and -
Day 7 ART test at Quick Test Centres (Pay it at the Quick Test Centres (QTCs) or Combined Test Centres (CTCs))
Fortunately for parents travelling with Infants aged 2 and below, your kids will be exempted from all PCR tests.
Pre-departure Requirements in Malaysia
Prior to departing for Singapore, VTL travellers who are short-term visitors (including business and official travellers) travelling from Malaysia must:
Remain in Malaysia, any other VTL country, any country/region in Category I of Singapore Ministry of Health’s Country/Region Classification for Border Measures and/or Singapore inthe last 14 consecutive days before departing for Singapore;
Register and make payment for their on-arrival COVID-19 polymerase chain reaction (PCR) Test;
Undergo a professionally administered COVID-19 Antigen Rapid Test (ART) or COVID-19 PCR test within 2 days before departure for Singapore, at an internationally accredited or recognised laboratory, clinic, or medical facility recognised by the either the Malaysian or Singaporean Ministry of Health and be tested NEGATIVE.
During your check-in at Kuala Lumpur International Airport, present to the counter staff:
A valid Vaccinated Travel Pass (electronic or physical copy) for the specified period of entry into Singapore;
A valid digitally verifiable vaccination certificate issued by Malaysia, or any other digitally verifiable vaccination certificate accepted by Singapore under the VTL;
A valid negative pre-departure COVID-19 ART or PCR test result certificate (electronic or physical copy) in English;
A valid visa (for visa-required visitors); and
A mobile device with the TraceTogether app already downloaded and with their profiles registered on the app.
